Questions about Creating Website

Is there a way to lock items in place on the website? It seems that whenever I go into one of the other views like computer to cell phone, it will change the view of the computer. I have to keep going...

Smaller viewport elements are not aligned

The larger viewport layouts are fine. But when I get to smaller viewports, the elements are not aligning properly and the text resizes. I have to manually realign and resize each element.
