resource cannot be loaded

It seems that the block resource cannot be loaded after the update. I want to go back to the previous version.

Don't see an option to add or delete plugin

Hi, I have used Nicepage builder to set up a site and moved it to wordpress. Now the site is working fine but I am not able to see the option to add or delete plugins. What cab be wrong?
