Side movement when scrolling

When iPhone is upright, as I scroll, the image can slide sideways making it unstable. When the iPhone is horizontal, it is stable laterally. How do I make the vertical view stable laterally?...

Scroll to a specific portion of page

I was wondering if there is an element that will allow scrolling to a specific potion of the web page. The jump to top only allows getting back to the top of the page.
