Sticky footer

I deactivated and reactivated the plugin, and now I see the feature. But with it activated, I'm not seeing what I expect. What is the actual function of this feature? I expected that the footer would be visible at all times as the page content scrolls. Is there a feature like this?

The Stick Footer Down option allows you to stick the Footer to the screen's bottom if the Page Content is not tall enough.
If your page content is shorter than the screen's height, enabling "Stick Footer Down" will ensure that the footer stays at the bottom instead of floating in the middle of the page. This prevents space from appearing below the footer when there isn't enough content to push it down naturally.

Ok, then do you have a feature to allow a banner to float at the bottom of the visible screen regardless of scrolling? So, when I'm at the top of the page I see this "footer like" banner, and when I scroll down through the page the banner stays at the bottom. That's originally what I thought the sticky footer was (though I understand now what you've explained it to be).
