In the Desktop app, this option is available with the Starter plan (Nicepage free version), just click the Export button twice.

Online Builder https://nicepage.com/Editor/Siteboard/#/dashboard is a separate hosting solution and HTML export is a premium feature here.
This option is available only with the subscription purchased on this page https://nicepage.com/hosting.
