how to not use hamburger menu on any device?

There is no way to disable hamburger menu at all, maybe you could explain why you do not like it.

Also why are not allowing the use of links within a page to go to a
different page?

I just do not like the hamburger menu, never have never will.
I still prefer buttons ans do many of my clients.
As to the links in pages, if you try to delete the hamburger
menu a dialog opens telling you not to use links in the page.
I can live without deleting the hamburger menu but why can
we not use links in a page?

That message is the recommendation from our developers in order to keep the site structure clean. When you delete the menu and just add the number of separate links instead, that may cause layout issues and that is why we recommend to keep the menu on the site.

i also don,t want to use hamburger icon in mobile view, its project demand and if i use button option then it won,t be able to use feature of ANCHOR BLOCK scrolling effect for single page website, can you help with both these problem??

Why can I not turn of burger menu on mobile off? I have only 2 Menu points... I don't need burger menu!!

There is no option to disable the hamburger menu. You can hide the menu in the phone view and add two buttons instead that can be hidden in all other views.
