I NOW WANT TO PUBLISH A NEW WEB SITE, AND THE "SETUP" LOOKS THE SAME AND CANNOT CREATE A NEW WEB SITE. I DID DOWNLOAD THE APP.

What do you mean when you say you can’t create a new site?
Are you getting an error?
Sometimes logging out and back in helps if you just upgraded.
