I exported my nice page to Joomla I need to make a change on the footer but I can't make any edit where it is that located. How do i edit the footer once I exported it to Joomla and where in Joomla can I find the option to edit that.

Nicepage theme cannot be edited in Joomla. This is related to the Footer too. But a few last versions support editable Header and Footer in the plugin. The editing option should be available after the content import. But please note that this Footer is stored in the plugin. Therefore the changes made in the Joomla editor do not affect the theme, only header/footer in the plugin.

So my solutions is to replace the theme altogether with the new footer and Menu?

Yes, you need to edit the theme in the desktop application, export it as the theme and then install on your site.
