Decline Button on Cookie Consent Banner - how does it work?

I added a cookie consent banner to a test website "https://mt-moritz.de/Projekte/cookiecheck/" but it seems it does not work correct. Regardless what preference is checked or unchecked, if i decline and switch to another page the cookie banner pops up again.
Where is my fault?
