How to deactivate cookies sessionID an userId

In Joomla 4, SessionID and UserID cookies are typically set by Joomla's core session management system.
sessionID: This is a standard Joomla session cookie. It keeps track of user sessions (even for guest users).
userID: Usually set when a user logs in. If you’re seeing this for all visitors, an extension or setting might be triggering it.
Please check System → Global Configuration → Session Settings in Joomla and see if session handling has changed. Set Session Handler to None (if your site doesn’t need sessions for visitors).
Reduce the Session Lifetime if keeping sessions is necessary.
Please check the pages after and let us know if the cookies are still present.

Joomla does not use named cookies

Yes, session cookies are created by the browser for the sites that are not using any cookie extension.
Do you have your Session setting in Joomla set to None?

without cookie extension both are created too.

When you decline cookies - no session and user cookies are created - that is correct.
