Hi Chris,
You can try one of the following solutions:
1. Create a gif animation yourself and upload it in the header as an image.
2. Make a very narrow header block and add a slider with 2 slides right after it (add your 2 images as background) . In the Slider Settings (Slider -> Main) you can choose the interval in autoplay on load. Or in each slide add your images and turn the animation option for each of them. But please note, in this case you will get solution only for one static page, after that you should change each page and templates.
Maybe you could provide the examples (please do screenshots or record the video) that will demonstrate what exactly you want to achieve.
