Hey,
two things:
1) a delay feature to show the cookie notification after x amount of milliseconds -> some users bounce immediately after seeing the notification because they are annoyed. If you engage these users first with the correct headline or the first glimpse at the content you increase chances that they accept the notification when it pops up after x amount of milliseconds.
2) a decline button on the notification which just makes it disappear and not execute the corresponding js code.
