Menu scroll smooth effect by css

I have an issue with menu scrolling instantly to section, when I need to have smooth scroll animation. As far I understand it can be implemented with css code for menu element or page elements. Can u help me what class and what property I can change to try set it. For example I used css for text opacity by using class .text and opacity property.
