Unfortunately, we do not have that option. A modal popup will be opened in a separate window but on the same page.

If you wish, you can hide the block and on some devices, it won't visible.

A button can call the modal pop-up.

Also, a block anchor can be useful. You can assign in the Link Settings a block anchor to one of your blocks on the same page or another page and by clicking on the button, the visitor will be redirected to that specific block.
