Possible to Move the Navigation header?

Do you mean that you want to take the menu out of the header? That is not possible, the menu can be only placed within the header.
If you are talking about something different, please provide a bit more details, maybe some screenshot will be helpful.

Yes, as long as it is inside Header, you can drag the menu control in any place you wish.
