why can't I reduce the cell ?

no video. see screenshot.
Sometimes, I cannot catch the handle at the bottom of the element to reduce the cell. the two bottom cells, the lowest row..
Is this because this cell contains a few buttons?

Please export this block, we will check.
The buttons added to the cell do not impact cell size reduction.
