If I don't choose to expand to background, and then fill in the SEO Alt, will it also work if I expand it to background again?
I thought I could test it myself. I just tested it and it turns out it doesn't work. Is it possible that this option will be available in the future?

Thanks for your question!
By HTML documentation alt tags are not applied to background images that's why you can add alt tags to the image and not to the background image.
You could use not expanded images for your information block and add alt text for SEO purposes.
