Hi,
How to enable pop-up cookies for the start page only, not for everyone. And how to disable cookies after clicking "I agree"?
My point here is that this information should be displayed only once

Yes, if the site URL address has HTTPS connection, a cookie banner will appear only once per session with the Home page or any other page opening in the site visitor's browser at the first time.
SSL certificate makes your site secure.
