I think the only practical solution is to use a third-party extension for Wordpress and joomla. I use GDPR Cookie Consent Plugin (CCPA Ready) from WebToffee on WordPress - like you, Thilo, I'm not really a programmer so need something fairly straightforward.
I have been using Civic Cookie Control on joomla but on Artisteer templates. I've just updated one site to use a Nicepage template and a Nicepage home page but Civic Cookie Control isn't working - see my new post on this. It would be good to get this working as it's widely used and gives comprehensive control over cookies.
Since you're in Germany, are you aware of the recent court case about Google fonts and GDPR? Make sure you embed them in your template!
