How to control the design of the page called by the "Category List" menu item type in Joomla?

No, not quite right. Joomla Category list menu item uses Theme default settings. In case of default Nicepage Theme it does not use a Blog or Post template particularly but a default template which is generated from the Post template.
The content (list) is rendered without any extra wrappers or margins from the theme.

Unfortunately, there is no option to define a position for the list of articles for your menu item Category list.
You can use Stick Footer down for Post/Blog Template with your desktop application, (or add sidebar for example), the final result would be like this:

I have a demo installation of Joomla 4 on this site www.corno.de/net2/ .
I also thought that the post template is responsible for the design of the category list. In the menu under "Texte" you get a categorie list. As you can see, this is wrongly positioned and on the far left. If you select "Text 1" there, you get a post in the post template design. I can't find any setting, neither in Nicepage nor in Joomla, that affects the position of the category list.

Nicepage Theme has no separate template for this page.
"Category List" menu item type in Joomla is a Joomla component page, and is using only default Theme settings (default template which is generated from the post template) - Header, Colors, Fonts, Footer.
