If I buy the personal plan now and some time later I need to switch to the business plan, can I just pay the difference between the two plans or do I have to make a new purchase and pay the full amount of the business plan?

In the first 30 days, you pay the difference.
After that, it's probably more since the 1 year of included updates is extended.
