On my side, your video works OK in the browser preview and after HTML export.

Try to clear the browser cache and remove cookies. Also, have you tested this issue on another computer? If you have this possibility, please do it. After doing these actions, please let us know about the results.

Its simple, any localy uploaded video, dosnt work. Project and video attached. All main browsers... Firefox, Opera, Chrome, Edge, same trouble (all browsers are latest version). I thik, problem could be a missing Adobe Flash Player, because is unsupported, old.
PS: limit 10MB for uploaded videos... not so much.
