Folders don't work

I made folders and organized my pages into these folders. The links were not automatically updated in the pages that refer to the ones that were placed inside the folders. I can see the pages in the folders and can make hyperlinks to them, but when the page is previewed or displayed in any browser, I get an error saying "your file couldn't be accessed." The html code does not point ot an item in a folder. It can't find ANY page that is in a folder. As far as I can tell, the folder feature does not work at all. Please help.

What am I doing wrong?

I took a video of the bug. the link to a youtube video demonstrating it is attached. I can create a folder, I can put a page in the folder, but no matter what I do when the site goes live it can't find any page in any folder, regardless of what it is named or where it resides. Doesn't work with Edge, or Chrome, or any other browser. The folder feature is completely inoperable.
