Different background image for home page

You can choose an image as background in Theme Settings and it will be applied to all pages.
You can choose a different image for a block background:

So I have a background as an image for my webpages and have it selected from the Themes setting. However, there is a block at the top that will not pick up that background even though I have it set at "no background":

I want the whole page, everything but the header and footer, to have the image I have selected as the background. Why is this block not picking up on this whole-page background image?

Kindly create a separate ticket with detailed description of the issue you're having, alongside some screenshots and your exported Project file from Export >> Project >> Export.
