I clearly understood that desktop would effect all & each would effect remaining devices to the right. Not the ideal setup to begin with, one should be able to lock and unlock so that if a minor change or correction is needed to one of the top level devices it doesn't throw everything else out of whack.
The issue I'm experiencing is the reverse of that... working from left to right through the devices, multiple times now I've finished editing one or more of the secondary views only to click back to desktop or laptop and find everything completely screwed up. Then if you try and correct the higher level device, it makes a mess of the lower, rinse and repeat.
Similar to others reports... some elements move completely, others stay precisely where placed. Some elements are shifted between cells (not moved to different cells in secondary views), some cells are dramatically resized while others stay the same, etc.
This has been a repeat experience through multiple pages on a quite basic site... including a full rebuild of one of the pages assuming that it was something that I had done wrong during its construction. I'm now preparing to rebuild it a third time from scratch in hopes of somehow breaking the cycle. Rather frustrating for what is really quite a simple layout.
