If I upgrade to a premium plan, am I able to transfer a website I built using the Desktop version of Nicepage to the online version?They are completely separate items.
The Desktop version is to use with your own host.
The Online version includes hosting.
You can build and maintain using desktop version. But as soon as you build and maintain in online you need to say in online env..

you will be able to transfer the website created in the Desktop application to Nicepage Online, publish it and assign a custom domain.
As an alternative, you can purchase a Designer App pack
https://nicepage.com/premium
This pack includes Desktop application and CMS plugins. But this pack is for cases when you have hosting space somewhere.
