I'm wondering if there is a way to have highlighted text in a table or a question mark icon at the end of text. That will pop-up a little information bubble? I've attached a screenshot of what I'm talking about.

We do not have such pop-ups. It usually involves custom HTML, CSS, and JS coding. It is not easy to implement. Also, you can do that only using the HTML Element, which requires coding.
