You can do that with the URL option, just type the whole URL of the page and the section anchor. Like http://mysite.com/page2#section1

While the work-around solution sort-of works, it is prone to User-Error, such as typos and such.
It'd be nice, if when Linking to another page on the site, Besides having the page-selection drop-down, it listed all of the section-names within the selected page, and allowed you to chose the named sections defined there, without having to type in everything.
Please get this added to back-log.

You are able to select a different page and its blocks for the links now, this option was added a long time ago.
