Tabs - how to get elements in tab to layout correctly - I can't use grid inside of tab

Brand new to this application. I wish to use tabs. I have one tab with two lists side by side. How can I get this to show properly?
I can't use a grid, or table. Actually quite a few elements won't go inside a tab and insert into a new block below.

Frustrating.

Yes, some of the layout controls cannot be inserted into Tabs control. Could you please describe in detail exactly what layout you want to create and what problems you encountered. A few screenshots should be helpful.
