You can use Nicepage to create websites for sale. The Nicepage themes are compatible with Woocommerce.
Reselling on stocks like ThemeForest is a difficult question. The theme itself you can sell in the way you want. But the license for images you're using should allow reselling. Also, we do not allow to resell websites with the Nicepage plugin included. But you can sell websites with the Nicepage plugin installed to individual customers.

The Nicepage plug-in cannot be included in the theme package that you resell. If you sell one theme to a single customer, then the Nicepage plug-in can be also included in that theme.

No, the Content created with Nicepage can be edited only with the Nicepage plug-in and the Theme should be edited only in the Nicepage desktop application.

So how would I let my client edit the theme or any other that you offer such as html, etc. Do I give them a copy of the desktop software so they can edit the content? Seems a bit much just to edit their pages.
