i know virtualmart have more methods to accept payment than paypal. other than this, what are the important different between virtualmart and paypal ?

and what are the important reasons to pick 19.95 plan instead of 11.95 plan if i plan to use paypal ?

Virtuemart is a webshop component for Joomla. PayPay is the payment system. These are totally different systems. It is pointless to compare VM and PayPal.

The main difference in your case is that the Pro license includes e-commerce controls for VM and Woocommerce. But there is no difference in the context of PayPal usage.
