This allows you to link existing pages to the entries and submenu options.
There isn't a template because the location is a developer choice of either the header or footer.
I wish I could place it in a block and eliminate the header for some sites, but matching the decor of the header with the block with 0 padding between the two can emulate this behavior

The Menu control can be added in the header or footer from the Elements menu >> Header and Menu tab. Then in the Menu control elements in the right panel you can select some styles.
