Even to add a script across all pages of a single site you would have to use PHP programming. I could be wrong though. If it's javascript, under site settings you can insert script tags in the "Additional Head HTML" that refers to the external javascript file.
Hopefully one day they will allow you to build and save custom blocks (with the script in it for example) you can easily insert into your sites. I think I read this is a feature they have their eye on.

This is the proper solution in your case. Header and Footer are displayed on all pages.
The script cannot be executed for various reasons. Please check the browser console for more details.
We can check this issue if you provide us with the script or plugin you're using.
