Since it is an Editor, its main purpose is to add, change, customize the appearance of elements. This is what this panel is for and there is no option to hide it. Please let us know why you need to hide it?

because this panel hide the better view of the layout webpage, the left panel can hide with ' >> ' on the top of the panel

It looks like the zoom is set to 150% in the settings of the screen itself (of your device). Therefore, you need to either reduce this value (125% or disable it), or some of the controls will still not be visible.
