Yes. But, for example, you can add one more menu for responsive mode and hide two desktop menus.
As an alternative, you can use Buttons instead. But Menu is better for responsive layouts.

Unfortunately, there is no ready-made control for this.
But you can create the same layout using two Menu controls and Grid. It should work ok.
