Hi,
The second cell is always above the first one. It depends on the cell order in HTML structure.
This behavior can be changed with CSS z-index property. But unfortunately, Nicepage does not provide a built-in solution to manipulate it in this case. But if you're familiar with CSS you can do it manually using the cell css class. Simply add class to the cell with text (second case) and assign z-index to this class.
The move-up, move-down options are disabled for an grid element
This is behavior by design.
