If you want to scroll to the top of the page, you should add an anchor to the first block and then menu item with the link to this block.

how to stop this flickering on mouse click?

Do you mean the "flickering" that you see when you click on the item that navigates to the block when the browser already scrolled the page to this block? When you ask the browser to scroll to the anchor, the browser scrolls the page until the top edge of the container with an anchor matches the top edge of the browser viewport. This causes problems when the sticky Header is used because the browser does know anything about it. As a result, a part of the block is hidden behind the Header. To improve this behavior, we added a script that corrects browser scrolling and adds offset so you can see the top edge of the block. The "flickering" is visible at the moment when the script adjusts the block position. Unfortunately, we cannot disable this script.
