How to make THEME for Wordpress

Hi, i want to make THEME for Wordpress. Theme where other users can make changes in content by default WP editor and create new pages (and menu of that theme will respect that and idd new pages to menu).

I can create whole website and import it to WP, but i want to make THEME, not whole site.
