I am considering getting a personal license.

What I'm curious about is, if I buy the license and then change my computer's operating system from Windows to macOS, will I still be able to use the license?

Yes, when you change the computer, just delete the application from the old one and then install it on a new one and activate it with your account. The license is assigned to the account.
