Mobile browsers typically don't support parallax.
Support previously posted that there might be CSS code to add, but it isn't supported.

Please note, that we turned off the parallax effect in mobile devices because the performance on these devices is limited.
We added your request to our wishlist. But at this moment we can't say whether this option will be implemented or not and when.
Please note you can add custom CSS code for this in Site settings.
