I need a kind of photo gallery with user upload photo ability....

Unfortunately, we have no special gallery control. This feature in our wishlist and we have added your request too.
At this time if you have a lot of photos it would be better to add blocks with Grid and insert your photos there (Add >> Block >> Gallery). Also, you can activate the lightbox option in the Block on the right panel. So in this way you can create a gallery look.
If you use WP you can try to find the ready plugin that allows users to add photos on your site.
I assume that you can also ask our WP users on the forum what they do in this case.
