1) You can duplicate the existing page, however, there is no masterpage consept.
2) There is no multilanguage support, however, you can use wp plugins to do that, and use Nicepage for the page design.

As far as i have seen if you duplicate the home page the menu is the same of the original and if you change it you are changing the original as well. And i do not know of any plugin that works with Nicepage. Nicepage team should do more to show how to manage a multilingual site with Nicepage, otherwise they should tell anyone at the beginning that it is not for multilingual (a severe limitation in my view)

We do not list multilingual functionality among our features, but it is in our wishlist.
As for the menu, menu is the theme element and is charged on all pages. But you can have two menu positions and place two different menu modules with different menus in them. Use CMS options to control what menu will be shown on each page.
