I understand that I have a free subscription, but why am I not able to export to HTML if the description says that it is always available.

Of course I tried to do it. Just 2 days ago everything was working fine.

Please install the Desktop app from this https://nicepage.com/download page.
Export your website as a Project from the Online Builder and import it to the Desktop app.
After that, use the HTML export option in this Editor.
