Can we publish a site, say of 30 valid pages but configure some pages to be hidden from the visitor?
(Typically, those pages would be "in progress" and should not be shown).

It can be achieved. Just don’t place any links to those pages which are under the process and publish the website. Since there is no links to the pages, users won’t able to view it.
