I tried to explain before. Your support agent did not understand. The section pages is missing an important feature. You should be able to order pages in 'pages' as per the desired site structure.
You should be able to order pages in the pages section (see screenshot in attachment) as parent pages and subpages.

Could please add it to your product?
I know you can organise pages in the menu, but you should be able to it outside a page element. It should be a site setting, a site preference.
Then, the menu element can choose to include ALL levels (all pages) or only a specific level.
Ordering pages in the menu element is too much of a manual job. The menu element should only reproduce a site structure saved outside the content of the website, in the properties of the website.
