Yes, you are right. Make sure that you are creating the site in the desktop application. The dashboard of the desktop application can include up to 5 sites in the same time.

As you have seen in the table here https://nicepage.com/premium with the Personal license you can have only one site created in the online editor on nicepage.com site. You can publish it or not, but there can be only one in the online editor dashboard.
Also in the desktop application that you can install on your computer you can have 5 sites in the dashboard in one time. But also the limit for one published site is also working for the desktop application. There is no limitation on the exported themes.
