Can i use nicepage to edit and modify website templates that are not made with nicepage ? (either HTML ones or Wordpress, possibly made in other builders maybe - or not -, like Bakery, Visual Composer, Elementor etc)

No, there is no option to convert any theme into Nicepge format. But Nicepage allows you to quickly recreate the design of your theme, feel free to try Nicepage to see how it is easy to create the good looking site.

You can check the templates created with Nicepage here:

Regarding the animations, they are available and you can check the available options: just enable the Animation checkbox for each control in the right panel options. And you have posted the videos showing the separators for the sections, we do not have such options, but such layout can be achieved using the corresponding background images for the Blocks, like in this template:

I'm not sure that we can compare Nicepage to Elementor as Elementor is a WP editor and Nicepage is an application with the possibility to create themes with the content and templates and also export the HTML sites. Please also refer to these articles to learn more about the Nicepage advantages:
