You can make templates for the clients and sell them. Reselling of one specific template is allowed but without the Nicepage plugin and images from Nicepage. If you have your own images that's fine.

You can use stock images to design sites\themes without restrictions. The only restriction is reselling, for example, on marketplaces, selling the same site\theme to multiple customers, etc.
You can sell a Nicepage Theme\template with the plugin (no White Label) to individual customers. Reselling is prohibited.
You can sell a site with the White Label plugin https://nicepage.com/doc/25538/white-label to individual customers.
However, reselling White Labeled Nicepage plugin or a Nicepage theme with the White Labeled plugin is prohibited.
