I can not publish more than 5 websites

Which license do you have?
If it’s the Personal plan, it allows 1 web app/ hosted site and 5 sites at a time in the desktop dashboard.

The Pro plan allows 5 hosted sites.

Unfortunately, for the current Pro license your updates are expired since 14 January, 2023. If you will upgrade your Nicepage version, after your updates were expired. Nicepage will connect for you Free Starter Plan automatically.

In Nicepage, after your updates expired unfortunately, you can't publish websites on the Nicepage hosting, you need an active updates for that.
