Creat a terms page

I would like to create a terms and conditions page. All I want is to put a lot of text in to a page with a scroll bar at the side where I can put a lot of terms and conditions l. It would help if there was a template but as I can't find one how do I do this?

Vote to pay developers attention to this features or issue.
